Our Work

The Detection to Protection (D2P) Initiative is a scientific and public health community-driven effort to establish a blueprint to address infectious disease threats across detection, surveillance and response efforts.

Developing a Framework for Action

D2P is bringing leading voices together to develop a set of scientifically sound, actionable policy recommendations. This initiative, culminating in spring 2027, will develop a framework and recommendations to support an integrated public health infrastructure that stands ready to address ongoing and emerging infectious and zoonotic disease threats.

This stakeholder-driven effort, led by ASM and chaired by Dan Jernigan, M.D., MPH, will include public health experts with experience at all levels of government, academia and the private sector. It will serve as a resource for the public health community itself, Congress and federal agency leadership as policymakers envision the future of public health in the U.S.

This project will be supported by the D2P Strategic Advisory Group (D2P-SAG), a small group of senior partner representatives, leaders in the field and subject matter experts who provide strategic guidance and expertise throughout the project.

Mission Statement

Detection to Protection (D2P), led by ASM in collaboration with partners, is a bold rethinking of how our nation detects and responds to infectious disease threats. The ultimate output of the effort will be a forward-looking, evidence-based roadmap and recommendations for strengthening the nation's infectious disease detection, surveillance and response capabilities. A first step will be generation of a high-level, integrated, end-to-end framework that connects scientific discovery, public health action and decision-making. Using this, the initiative will develop focused and concrete next steps for fundamentally strengthening our ability to protect lives and minimize the impact of future outbreaks.

Goals

  1. Develop an end-to-end framework for examining how a threat is detected and characterized, how evidence-based decisions and interventions are enabled, and map how the response reaches and ultimately protects the public.

  2. Create one pathway connecting key response functions, clarifying roles, responsibilities and accountabilities, and enabling measurable results.

  3. Deliver actionable recommendations to policymakers that strengthen the nation's capacity to detect, assess and respond to infectious disease threats through practical improvements in governance, infrastructure, workforce, data systems, efficiency and adaptability.
